Saudi Arabia is the Gulf's largest market and a magnet for project cargo under Vision 2030 — but it pairs a low 5% duty with strict conformity and vehicle-age controls that must be handled before shipping, not on arrival.

The 5-year vehicle rule
Light vehicles (3.5t and under) must be no older than 5 model years, counted excluding the current year — so 2021 or newer in 2026. The same applies to heavy trucks. Salvage, ex-taxi/police, and right-hand-drive vehicles are prohibited. Antiques over 30 years are exempt but cannot use public roads.
SABER / SASO conformity is mandatory
- Register the shipment on SABER and obtain a Certificate of Conformity (SCoC) to SASO standards before arrival — without it, customs refuses entry.
- A pre-shipment inspection by a SASO-approved body in the country of export is required for used vehicles.
