U.S. export controls and sanctions
Destinations where U.S. export controls or sanctions change what can be shipped, or where U.S. agencies have warned about goods being re-exported to Russia or Belarus.
| Destination | Position | What it means for a used machine |
|---|---|---|
| Belarus | Licence required | Same EAR §746.8 licence regime as Russia; heavy machinery HTS codes covered; policy of denial. Supp. No. 4 to Part 746 applies to Russia and Belarus alike: a licence is needed for any EAR item under HTS 8426, 8429, 8430, 8701, 8704 (and parts) to or within Belarus, reviewed under a policy of denial (§746.8(b)(3)). Belarus is also a recognised diversion route to Russia. OFAC Belarus Sanctions (EO 14038/13405) block listed state enterprises; screen SDN list. eCFR 15 CFR Part 746 Supplement No. 4 (Russian and Belarusian Industry Sector Sanctions, § 746.8(a)(5)); BIS – EAR Part 746 (incl. §§ 746.6, 746.8, 746.9, 746.3 and Supplements 2, 4, 6); BIS – Russia and Belarus country guidance; OFAC – Belarus Sanctions |
| Russia | Licence required | BIS licence required for virtually all heavy equipment; applications reviewed under a policy of denial. EAR §746.8(a)(5) requires a licence to export, reexport or transfer to/within Russia any item in Supp. No. 4 to Part 746, which lists HTS 8426 cranes, 8429.11–8429.59 dozers/graders/loaders/excavators, 8430, 8701 tractors and 8704 trucks, plus parts. §746.8(b)(3): policy of denial. Supp. 2 also lists 8430.49/8431.43 for oil/gas uses. OFAC RuHSR blocking also applies; screen SDN and Entity List. eCFR 15 CFR Part 746 Supplement No. 4 (Russian and Belarusian Industry Sector Sanctions, § 746.8(a)(5)); BIS – EAR Part 746 (incl. §§ 746.6, 746.8, 746.9, 746.3 and Supplements 2, 4, 6); BIS – Russia and Belarus country guidance; OFAC – Russian Harmful Foreign Activities Sanctions |
| Ukraine | Licence required | Free Ukraine: no special EAR licence. Occupied Crimea, DNR and LNR: licence needed for nearly everything, presumed denial. EAR §746.6 requires a licence for any item except EAR99 food/medicine to Crimea and the so-called DNR/LNR; policy of denial. OFAC EO 13685/14065 also ban U.S. exports there. §746.6 does not separately name occupied Zaporizhzhia/Kherson; treat Russian-controlled areas as Russia (§746.8). Confirm the delivery address is in government-controlled Ukraine and that consignees aren't Russia-linked. BIS – EAR Part 746 (incl. §§ 746.6, 746.8, 746.9, 746.3 and Supplements 2, 4, 6); OFAC – Ukraine-/Russia-related Sanctions (EO 13685 Crimea, EO 14065 DNR/LNR); BIS – Russia and Belarus country guidance |
| Afghanistan | Targeted sanctions | Taliban are SDGT-designated; GL 20 allows dealings with governing institutions, but not with listed individuals. OFAC Afghanistan-Related Sanctions rest on EO 13224 (Taliban, Haqqani Network SDGTs). GL 20 authorises transactions with Afghan governing institutions, but not with blocked persons; Haqqani Network and ISIS-K are FTOs. EAR99 machinery needs no BIS licence, but screen ministries, contractors and payers, and expect banking-channel difficulties. OFAC – Afghanistan-Related Sanctions; U.S. Department of State – Foreign Terrorist Organizations list |
| Central African Republic | Targeted sanctions | OFAC list-based CAR sanctions; screen buyers for armed-group or designated-entity links. OFAC Central African Republic Sanctions (EO 13667) block persons contributing to the conflict, including armed groups and illicit traders in natural resources. No general trade ban, and no BIS licence for EAR99 machinery. Screen consignee, end user and payer against the SDN list; treat mining or logging end uses in conflict areas as red flags. OFAC – Central African Republic Sanctions |
| Democratic Republic of the Congo | Targeted sanctions | OFAC DRC sanctions target armed groups and conflict-minerals actors; screen mining buyers. OFAC DRC-Related Sanctions (EO 13413, EO 13671) block persons fuelling conflict, including armed groups and illicit minerals traders. EAR99 equipment needs no BIS licence, but excavators and loaders for eastern-DRC mining are high-risk; ISIS-DRC is an FTO. Screen buyer, mine operator and payer, and document the site location and ownership. OFAC – Democratic Republic of the Congo-Related Sanctions; U.S. Department of State – Foreign Terrorist Organizations list |
| Iraq | Targeted sanctions | Targeted OFAC sanctions plus EAR licence for any item to unrecognised military end users. EAR §746.3(a)(4) requires a licence for any EAR item, including EAR99 excavators, if you know it is for a military end use or end user not recognised by the U.S. (Government of Iraq exempt). OFAC Iraq-Related Sanctions (EO 13438) and FTO designations of Kata'ib Hizballah, Asa'ib Ahl al-Haq and other militias apply. Screen consignees for militia-linked construction or front companies. BIS – EAR Part 746 (incl. §§ 746.6, 746.8, 746.9, 746.3 and Supplements 2, 4, 6); OFAC – Iraq-Related Sanctions; U.S. Department of State – Foreign Terrorist Organizations list |
| Lebanon | Targeted sanctions | Hizballah is an FTO/SDGT; OFAC Lebanon sanctions — screen buyers and banks carefully. OFAC Lebanon-Related Sanctions (EO 13441) plus counter-terrorism designations target Hizballah and its commercial fronts, including construction firms; the Lebanese Muslim Brotherhood became an FTO in January 2026. EAR99 heavy equipment needs no BIS licence, but material support to an FTO is a crime. Screen consignee, owners, payer and bank; scrutinise reconstruction contractors in Hizballah-controlled areas. OFAC – Lebanon-Related Sanctions; OFAC – Counter Terrorism Sanctions; U.S. Department of State – Foreign Terrorist Organizations list |
| Libya | Targeted sanctions | OFAC list-based Libya sanctions; screen buyers for designated persons and armed-group links. OFAC Libya Sanctions (EO 13566, EO 13726) block designated individuals and entities, not trade in general. EAR99 heavy equipment needs no BIS licence, but confirm buyer, end user and payer are not SDNs or owned 50%+ by one, and that equipment isn't destined for militias or ISIS-Libya (an FTO). Expect bank scrutiny; keep end-use statements. OFAC – Libya Sanctions; U.S. Department of State – Foreign Terrorist Organizations list |
| Myanmar | Targeted sanctions | OFAC Burma sanctions target military regime and state enterprises; EAR military end-user rule applies. OFAC Burma Sanctions (EO 14014) block designated military-linked persons and state enterprises; see OFAC's Burma Business Advisory. EAR §744.21 requires a licence for Supp. 2 to Part 744 items for any Burmese military end use or end user. Screen consignees for military ownership; earth-moving kit for military-linked mining is a red flag. OFAC – Burma-Related Sanctions; eCFR 15 CFR § 744.21 – Military end use / end user restrictions |
| Somalia | Targeted sanctions | OFAC Somalia sanctions plus al-Shabaab FTO; strict party screening needed. OFAC Somalia Sanctions (EO 13536, EO 13620) block designated persons; al-Shabaab is an FTO, so any material support (including equipment or transport) is a crime. No BIS licence for EAR99 machinery, but screen consignee, end user, payer and port agents against the SDN list; watch for charcoal-trade or al-Shabaab-controlled areas. OFAC – Somalia Sanctions; U.S. Department of State – Foreign Terrorist Organizations list |
| South Sudan | Targeted sanctions | OFAC list-based South Sudan sanctions; screen parties before shipping. OFAC South Sudan-Related Sanctions (EO 13664) block persons threatening peace or stability; no general trade ban, and EAR99 heavy equipment needs no BIS licence. Screen consignee, end user and payer against the SDN list (including 50%-owned entities) and watch for equipment routed to armed actors or sanctioned officials' companies. OFAC – South Sudan-Related Sanctions |
| Sudan | Targeted sanctions | Comprehensive embargo ended 2017; targeted conflict sanctions under EO 14098 and Darfur EO 13400. Sudanese Sanctions Regulations were removed in 2018 and the SST designation rescinded in 2020, so EAR99 machinery needs no licence. OFAC designates persons destabilising Sudan under EO 14098; the Sudanese Muslim Brotherhood was designated an FTO in March 2026. Screen all parties, avoid armed-faction-affiliated firms, and expect diversion risk in conflict zones. OFAC – Sudan and Darfur Sanctions; U.S. Department of State – Foreign Terrorist Organizations list |
| Syria | Targeted sanctions | Embargo lifted: EAR99 equipment ships under License Exception SPP; Syria removed from terror-sponsor list Aug 2026. OFAC no longer maintains comprehensive Syria sanctions (EO 14312, SySR removed Aug 2025); SST designation rescinded 24 Aug 2026. EAR §746.9 still requires a licence for CCL items, but EAR99 machinery is authorised by License Exception SPP (§740.5) unless a Part 744 end-user control applies. Screen against PAARSS SDNs (Assad associates, Captagon traffickers) and Entity List. BIS – Syria export controls; OFAC – Promoting Accountability for Assad and Regional Stabilization Sanctions (PAARSS); U.S. Department of State – State Sponsors of Terrorism; BIS – EAR Part 746 (incl. §§ 746.6, 746.8, 746.9, 746.3 and Supplements 2, 4, 6) |
| Venezuela | Targeted sanctions | Government of Venezuela and PdVSA blocked by OFAC; deal only with screened private buyers or under GLs. EO 13884 blocks the Government of Venezuela, including state companies and PdVSA; supply to them needs a general licence (e.g., GL 48D for oil/gas/power operations, which excludes Russia/China/Iran-linked parties). Cartel de los Soles and Tren de Aragua are FTOs. EAR §744.21 requires a licence for Supp. 2 items for military end users. Screen consignees, ultimate owners and banks. OFAC – Venezuela-Related Sanctions; OFAC – Venezuela General License 48D; eCFR 15 CFR § 744.21 – Military end use / end user restrictions; U.S. Department of State – Foreign Terrorist Organizations list |
| Yemen | Targeted sanctions | Houthis (Ansarallah) are an FTO since March 2025; avoid Houthi-controlled ports and counterparties. OFAC Yemen-related Sanctions (EO 13611) block designated persons; Ansarallah re-designated an FTO 5 March 2025, so shipping equipment to Houthi-controlled entities or via Houthi-held ports (e.g., Hudaydah) risks material-support liability. AQAP is also an FTO. EAR99 machinery needs no BIS licence otherwise; document end user and route, and screen all parties. OFAC – Yemen-related Sanctions; U.S. Department of State – Foreign Terrorist Organizations list |
| Armenia | Diversion risk | Armenia named by BIS as a common transshipment point for goods diverted to Russia/Belarus. EAR99 heavy equipment normally needs no licence here, but reexport to Russia/Belarus of Supp. 4 items (8429, 8426, 8701, 8704) needs a BIS licence (§746.8(a)(5)). Method and sources
Researched market by market from customs authorities, standards bodies, official gazettes and U.S. government sources. A rule appears only with the official page it came from and the month we checked it. Countries without a researched rule set are left out rather than guessed. Export-control positions cite the Bureau of Industry and Security and the Treasury's Office of Foreign Assets Control.
